Under AB 2771, every school that trains students for a Class A, B, or C commercial driver’s license will need full BPPE approval to operate, with no exemption option remaining.

We know this is a big shift for a lot of hardworking school owners, so let’s walk through exactly what’s changing, what the deadline is, and what to do next.

What’s Changing?

Many trucking schools have historically operated under an exemption available to institutions that don’t award degrees and charge $2,500 or less for their programs. AB 2771 specifically closes that exemption for any institution providing training or curriculum for Class A, B, or C commercial driving licenses.

In plain terms: the $2,500 exemption no longer applies to CDL training, regardless of what you charge. If you currently rely on that exemption, you’ll need to apply for full BPPE approval to keep operating legally.

The Deadline: March 31, 2027

Here’s the good news. We advocated for a grace period for currently exempt schools like yours, and that grace period made it into the final bill. You have until March 31, 2027, to submit your BPPE application before you’re required to be fully approved.

That may sound like plenty of time, but BPPE applications take real preparation, and the clock is already running.

The Fee Increase Adds Urgency

AB 2771 also raises the BPPE’s initial application fee from $5,000 to $12,000, likely effective January 1, 2027. That means the fee goes up before your March 31 deadline arrives.

If you apply before the fee increase takes effect, you save $7,000. If you wait until after January 1, 2027, you’ll pay the higher fee even though you technically still have until March to apply. There’s no upside to waiting.

Why This Change Is Happening

California’s highways carry some of the heaviest commercial vehicle traffic in the country, and truck safety has been a growing concern for lawmakers. Previously, programs charging $2,500 or less for CDL training could skip BPPE oversight entirely, which meant no state review of curriculum quality or instructor standards for some commercial driving schools. AB 2771 closes that gap so all CDL training programs are held to the same standard, regardless of price.

What This Means for Your School

  • You’ll need a full BPPE Application to Operate, not just an exemption verification.
  • Your deadline to apply is March 31, 2027.
  • Applying before January 1, 2027 saves you $7,000 in application fees.
  • Schools that miss the deadline risk penalties and the inability to legally continue enrolling students.
